The opioid crisis remains one of the most devastating public health challenges of our time, and its toll is especially severe in Delaware. According to the Delaware Division of Public Health, the state experienced over 537 overdose deaths in 2023, with opioids—especially fentanyl—accounting for a staggering majority. Behind each of these numbers is a story of loss, isolation, or a missed opportunity for help. Many impacted families live in neighborhoods where transportation, stigma, and lack of culturally competent care make traditional treatment inaccessible.

Future Promises Foundation recognizes that healing must be holistic and rooted in community. The OASIS Project directly supports the Foundation’s mission by creating safe spaces for recovery, equipping families with knowledge, and embedding consistent support within the communities most affected. It serves as both a bridge to recovery and a <strongbuffer of protection against relapse and harm—especially for those who are rarely prioritized in conventional models of care.

OASIS is a mobile, embedded, and trauma-responsive initiative delivered by certified peer support specialists, prevention educators, and licensed behavioral health professionals. The program offers multiple tracks to accommodate different stages of readiness and recovery.

  • Age Groups Served: Teens (14–18), Young Adults (19–26), Adults (27+), Parents/Caregivers, and Returning Citizens
  • Format: Community-based pop-up hubs, embedded school programming, mobile outreach teams, and partner-hosted workshops
  • Frequency: Ongoing with targeted seasonal campaigns and rotating weekly schedules across locations
  • Key Activities:
    • Peer-led recovery navigation and check-ins
    • Opioid awareness workshops and harm reduction training
    • Early intervention screenings and mental health first aid
    • Family support circles and trauma-informed parenting classes
    • Referral coordination for detox, MAT (Medication-Assisted Treatment), and therapy

Short-term goals include:

  • Increasing opioid awareness and safety education in underserved communities
  • Connecting at least 150 individuals to recovery navigation services annually
  • Training 100+ families in overdose response and harm reduction techniques
  • Reducing stigma around opioid use through storytelling, advocacy, and peer dialogue

Long-term goals include:

  • Breaking intergenerational cycles of substance use and trauma
  • Establishing community-led safety and support hubs in every high-impact zip code served
  • Reducing nonfatal overdoses and emergency room visits in our service areas by 20% over three years
  • Elevating lived experience voices into leadership roles in public health and recovery

While The OASIS Project is currently in its early stages and seeking funding, projections based on community needs assessments, pilot engagement models, and regional opioid data indicate strong potential for transformative impact. Designed to reach those most often missed by traditional systems, OASIS is positioned to create measurable change in communities deeply affected by opioid and opiate use.

  • Projected reach: 300+ individuals annually through mobile outreach and community events
  • Family engagement: An estimated 100+ caregivers, parents, or loved ones supported through education and trauma-informed care workshops
  • Access to recovery: A 40% increase in first-time recovery resource access among individuals not previously connected to services
  • Workforce elevation: Training and employment of peer specialists with lived experience to lead outreach and serve as trusted community liaisons

These projections are grounded in successful frameworks used in similar underserved areas, where mobile care, peer-based models, and culturally responsive support have significantly reduced emergency room visits, improved treatment retention, and rebuilt trust between impacted families and the systems meant to serve them.

At its heart, OASIS is about restoring dignity, rebuilding trust, and planting seeds of hope in the very places that have too often been overlooked.
